Mayors and combined authorities

Devon and Torbay

Councils in Devon and Torbay working together on things that cross their borders. There is no elected mayor here.

Devon and Torbay Combined County Authority (DTCCA) is a Foundation Strategic Authority with the functions and funding associated with that tier.

The mayor

This authority has no directly elected mayor. From the government’s description quoted above.

What it decides

The law gives every authority of this kind powers under these headings:

Headings as printed in the government’s Devolution Framework Explainer: Non-Mayoral Foundation Strategic Authorities (Open Government Licence v3.0), which lists each power under them. Which of them this authority uses, and how, is in its own papers.

Do all combined authorities do the same things?

The specifics of the powers of MSAs vary from place to place but typically include aspects of transport, skills, housing, and local infrastructure investment, and in some cases spatial planning, policing, health and employment support.

Police

DTCCA does not have a directly elected Mayor and its geography doesn’t align with the area’s police force boundaries. Therefore, DTCCA cannot take on Police and Crime Commissioner functions.

Fire and rescue

DTCCA does not have a directly elected Mayor and its geography doesn’t align with the area’s Fire and Rescue Authority. Therefore, DTCCA cannot become the FRA.

What’s different about how it is run

Constituent councils of DTCCA must appoint one of their members on the Combined County Authority to be the ‘lead member’.

For votes to be carried, lead members from both constituent councils must be in the majority when voting on:

  • DTCCA’s budget
  • appointment of DTCCA’s chief executive
  • adoption of a Local Transport Plan
  • approval or amendment of DTCCA’s constitution or standing orders

For votes to be carried, the lead member from the relevant constituent council must be in the majority when a function is being exercised by DTCCA in its area in a way that could result in a financial liability falling on that council.

DTCCA will also retain some additional powers in relation to permit schemes.

Councils in its area

Its constituent councils are Devon County and Torbay.

Every council in its area:

From the ONS Open Geography Portal, Local Authority District to Combined Authority lookup (LAD25_CAUTH25_EN_LU) (Open Government Licence v3.0), read 26 October 2026. A county council is listed when every district in it is in the authority and the government’s factsheet names it as a member.
