I’m Chair of Governors at a local school, a former foster carer and church warden, and I already help our community through the Warm Hub and School Uniform Exchange.\n\nI’m standing because I want to get stuck into the issues residents keep raising and make sure Portchester has a councillor who will keep pushing until something is done.\n\nMy priorities are clear:\n\n1) Get Portchester Precinct moving — push for the improvements residents have waited years for and a better mix of shops and services, rather than simply more vape shops and barbers.\n2) Keep Precinct parking free. I opposed the parking charges at Wicor Rec and will fight any attempt to introduce charges at the Precinct.\n3) Create a proper youth space in Portchester, giving young people somewhere safe to go.\n4) Bring the School Uniform Exchange to Portchester to help families with the cost of school clothing.\n5) Tackle speeding and noisy driving, including pushing for a noise-camera trial on the A27 and other problem roads.\n6) Protect our shoreline, pushing for the sea defences needed to tackle erosion and stop historic landfill entering the harbour.\n7) Get tougher on fly-tipping, litter and dog mess and keep chasing the everyday problems that make neighbourhoods feel neglected.\n\nI’ll work cross-party whenever that gets something done, but I won’t be afraid to challenge the Council when Portchester is being ignored.","statement_retrieved_at":"2026-11-02T13:41:20+00:00","parliament_member_id":null,"parliament_match_note":null,"photo_url":"https://candidates.democracyclub.org.uk/media/images/people/129193/4a4c0348-30be-469c-b0f3-da14c4130765.png","photo_copyright":"public-domain","photo_uploader":"DominicMartin","photo_source":"Uploaded by DominicMartin: Approved from photo moderation queue","withdrawn_at":null,"parties":{"name":"Labour Party","colour_hex":"#E4003B","emblem_url":"https://candidates.democracyclub.org.uk/media/emblems/PP53/52_Emblem_52.gif","official_site_url":"https://labour.org.uk/manifesto/","emblem_description":"Rose with the word Labour underneath","parent_party_ec_id":null}},{"id":3856,"ballot_paper_id":"local.fareham.portchester-wicor.by.2026-11-19","dc_person_id":128600,"dc_person_url":"https://candidates.democracyclub.org.uk/api/next/people/128600/","name":"Paul Kimber","surname_sort":"kimber","party_ec_id":"PP7931","party_name_on_ballot":"Reform UK","party_description_on_ballot":"","homepage_url":null,"wikipedia_url":null,"statement_to_voters_present":true,"previous_candidacies_count":1,"is_incumbent":false,"retrieved_at":"2026-10-20T10:23:18.605463+00:00","statement_to_voters":"My name is Paul Kimber and I’m standing as your Reform UK candidate in the upcoming by-election for Portchester Wicor on Thursday 19th November.\n\nI’m not a career politician. I left school at 16 and have worked as a bus driver, driving instructor and delivery driver. I’ve lived in council housing, rented accommodation and eventually became the proud owner of a mortgage! I know what it means to work long hours, worry about bills and support a family.\n\nIt is those experiences that helped me build my own business over ten years ago - built on respect and listening to people. My wife runs her own business on West Street and my daughter lives in the ward and plans to raise a family here, so Portchester matters to me personally.\n\nI want to be a councillor you can actually reach. I’ll publish my telephone number, share updates through an information-only WhatsApp group and my Community Engagement Facebook page and let you know where I’ll be available for a chat each week. If you can’t get out, I’m happy to visit you at home.\n\nI won’t promise the earth (stopping your neighbour’s cat from using your garden as a toilet might be beyond me!) but if I can help, I will but If I can’t, I will find someone who can. I’m already actively involved in:\nSupporting Suella Braverman’s campaign for a banking hub in Portchester precinct.\n\nMeeting residents opposing the HA52 development off Dore Avenue.\n\nRaising speeding concerns on West Street, White Hart Lane and The Crossway with Reform’s Hampshire County Councillors.\n\nExploring options for a new pedestrian crossing on West Street near Westland Grove.\n\nI want council taxpayers’ money spent wisely on things that matter to Portchester residents. I’ll ask questions, challenge decisions and press for local improvements rather than accepting a simple “there’s no money” answer. I’m afraid that answer won’t work for me and it doesn’t work for you, either.\n\nLet’s stop wasting money on vanity projects and use it where it matters - such as road safety, improved street lighting, as well as reducing crime and antisocial behaviour. We need Portchester to be a place where residents feel safe day and night! I won’t have all the answers but I’ll listen, be honest and act as a strong local champion for you on Fareham Borough Council.","statement_retrieved_at":"2026-11-02T13:42:42+00:00","parliament_member_id":null,"parliament_match_note":null,"photo_url":"https://candidates.democracyclub.org.uk/media/images/people/128600/3ac775f4-9977-4245-9616-5224176c793b.png","photo_copyright":"profile-photo","photo_uploader":"PaulKimber","photo_source":"Uploaded by PaulKimber: Approved from photo moderation queue","withdrawn_at":null,"parties":{"name":"Reform UK","colour_hex":"#12B6CF","emblem_url":"https://candidates.democracyclub.org.uk/media/emblems/PP7931/7762_Emblem_7762.jpg","official_site_url":"https://www.reformparty.uk/","emblem_description":"Emblem 1","parent_party_ec_id":null}},{"id":4292,"ballot_paper_id":"local.fareham.portchester-wicor.by.2026-11-19","dc_person_id":139576,"dc_person_url":"https://candidates.democracyclub.org.uk/api/next/people/139576/","name":"George William Ponsford","surname_sort":"ponsford","party_ec_id":"PP18382","party_name_on_ballot":"Restore Britain","party_description_on_ballot":"","homepage_url":null,"wikipedia_url":null,"statement_to_voters_present":false,"previous_candidacies_count":0,"is_incumbent":false,"retrieved_at":"2026-10-24T09:51:13.286571+00:00","statement_to_voters":null,"statement_retrieved_at":null,"parliament_member_id":null,"parliament_match_note":null,"photo_url":"https://candidates.democracyclub.org.uk/media/images/people/139576/0b4be1ca-4bbd-4ded-b665-59f20bfcb0a1.png","photo_copyright":"profile-photo","photo_uploader":"Mojoblackwhite","photo_source":"Uploaded by Mojoblackwhite: Approved from photo moderation queue","withdrawn_at":null,"parties":{"name":"Restore Britain","colour_hex":null,"emblem_url":"https://candidates.democracyclub.org.uk/media/emblems/PP18382/9308_Emblem_9308.jpg","official_site_url":"https://www.restorebritain.org.uk/","emblem_description":"Restore Britain (Monochrome)","parent_party_ec_id":null}},{"id":3750,"ballot_paper_id":"local.fareham.portchester-wicor.by.2026-11-19","dc_person_id":139569,"dc_person_url":"https://candidates.democracyclub.org.uk/api/next/people/139569/","name":"Steve Shaw","surname_sort":"shaw","party_ec_id":"PP90","party_name_on_ballot":"Liberal Democrats","party_description_on_ballot":"Liberal Democrat","homepage_url":null,"wikipedia_url":null,"statement_to_voters_present":true,"previous_candidacies_count":0,"is_incumbent":false,"retrieved_at":"2026-10-19T11:06:45.714245+00:00","statement_to_voters":"I'm proud to call Portchester my home and want to give something back to the community I care about.\n\nAs a retired Royal Navy Commander with a strong background in community service, I know the importance of hard work, teamwork and getting things done.\n\nIf elected, I'll work alongside local Liberal Democrat councillor Paul Nother to stand up for residents, protect our green spaces, challenge inappropriate development and make sure Portchester Wicor gets the attention it deserves.\n\nI'm asking for your vote on 19 November so I can work hard for Portchester all year round, not just at election time.","statement_retrieved_at":"2026-11-02T13:42:44+00:00","parliament_member_id":null,"parliament_match_note":null,"photo_url":"https://candidates.democracyclub.org.uk/media/images/people/139569/8ec505cf-cf2e-4a51-a139-e61bd88cdbe2.png","photo_copyright":"profile-photo","photo_uploader":"djh010","photo_source":"Uploaded by djh010: Approved from photo moderation queue","withdrawn_at":null,"parties":{"name":"Liberal Democrats","colour_hex":"#FAA61A","emblem_url":"https://candidates.democracyclub.org.uk/media/emblems/PP90/9111_Emblem_9111.png","official_site_url":"https://www.libdems.org.uk/","emblem_description":"Emblem 1","parent_party_ec_id":null}}],"claims":[]}
